A ledger, not a list.

A record of results should show its open entries too. Each measure below is assessed in four columns — the last of which is often the longest.

Federal money for state courts

What changed?

A second Pact for the Rule of Law: €450m to 2029 for around 2,000 posts and joint IT.

Why was it needed?

Caseloads, ageing staff and fragmented IT in courts run by the Länder.

What was done?

Pillars agreed June 2025; digital funding offered November 2025; agreement with Minister-Presidents 25 June 2026.

What remains unresolved?

Permanent salary costs fall on the Länder; recruitment in a tight labour market; formal administrative agreement not verified.

Monitoring of violent perpetrators

What changed?

Family courts can order electronic monitoring and anti-violence training.

Why was it needed?

Breaches of protection orders were often noticed only afterwards.

What was done?

Bill adopted by cabinet November 2025, passed May 2026, approved by the Bundesrat June 2026.

What remains unresolved?

Core rules apply only from mid-2027; technical infrastructure in the Länder; shelter funding and risk management outside the law.

Withdrawal in one click

What changed?

Mandatory withdrawal button for online contracts; anti-manipulation rules for financial services.

Why was it needed?

Exercising withdrawal rights was harder than buying.

What was done?

EU directive transposed; Bundestag strengthened the draft; applies from 19 June 2026.

What remains unresolved?

Enforcement in practice; a general ban on manipulative design depends on the EU.

Access to local courts

What changed?

€10,000 threshold for local courts; online procedure pilot.

Why was it needed?

Thresholds unchanged for decades; small claims uneconomic to pursue.

What was done?

Threshold in force 1 January 2026; pilot at 18 courts since 1 April 2026.

What remains unresolved?

Workload shift to local courts; evaluation of the pilot; accessibility for non-digital users.

Rent brake secured

What changed?

Rent brake extended to the end of 2029.

Why was it needed?

It was due to expire amid high rents in tight markets.

What was done?

Bill introduced June 2025; in force 23 July 2025.

What remains unresolved?

Loopholes via furnished and index rents (package II pending); effect on housing supply disputed.

Green claims and repair

What changed?

Bans on generic green claims; right to repair with longer warranty.

Why was it needed?

Greenwashing and a throwaway culture in consumer goods.

What was done?

Two EU directives transposed in 2026.

What remains unresolved?

Repair costs; proposed VAT reduction and repair bonus only under examination.

IP-address storage, product liability, tenancy package II, digital violence, K.o. drugs, custody reform and faster criminal trials are all still in preparation or in parliament. Their outcomes — and in some cases their compatibility with the constitution and EU law — are open. See Major Initiatives.
