Rn. 1

The minister and parliament

Hubig is not a Member of the Bundestag. Under Article 43(2) of the Basic Law, members of the federal government may attend all sittings of the Bundestag and its committees and must be heard at any time. In practice, the minister introduces the government’s bills at first reading, defends the ministry’s budget, answers questions in the government Q&A, and represents the government in the Bundesrat.

Most detailed work on justice bills takes place in the Bundestag’s Committee on Legal Affairs, which holds public expert hearings — such as the hearing on IP-address storage on 7 October 2026 — and prepares the recommendation for the final vote.

Rn. 4 — The Bundesrat

The Länder chamber

The Bundesrat comments on every government bill and votes on every law passed by the Bundestag. For justice policy it matters doubly: the Länder implement procedural law and run the courts. Its opinions shaped several of Hubig’s bills — for example, the Bundesrat called for a better landlord–tenant balance in the tenancy package, and warned of burdens on manufacturers and the need to protect repair businesses in the product-liability bill.

As Rhineland-Palatinate education minister, Hubig was a deputy member of the Bundesrat from 2016, giving her experience of the chamber from the Länder side.
